As the Volunteer can only be a Psi user, and not every soldier can have Psi powers, you'll need to save at least one of each medal until you have a Psi soldier. For this Trophy you'll need to give a Psi soldier one of each type of medal and then assign them as the Volunteer just before assaulting the Temple Ship (the final mission of the game).
